What we have here is a serial killer in training.To catch him now may prevent the deaths of others later on. Not that catching him will stop him, but may bring him (or her) to the attention law enforcement.

Seriously, what could motivate you to hurt a cat? The serial killer theory sounds fairly plausible. Or some self-important old fuck who's annoyed by cats and poisons them so they don't have to see them in their yard. Had one of those in my neighborhood once.
