La promessa nucleare

«Silvio Berlusconi ha recentemente ribadito che in primavera verrà presentato un nuovo Piano Energetico Nazionale all’interno del quale troverà spazio il rilancio dell’energia nucleare, da ottenere attraverso la costruzione di nuove centrali atomiche in Italia. La volontà del governo di sdoganare l’atomo dalla soffitta in cui giace da vent’anni si evince anche dal testo della legge finanziaria di prossima approvazione dove si attribuisce una delega al governo per l’emanazione entro il 2008 di uno o più decreti legislativi concernenti l’individuazione dei criteri per localizzare le nuove centrali nucleari e stabilire le misure compensative minime da corrispondere alle popolazioni interessate. Claudio Scajola e altri ministri non hanno in questi ultimi mesi fatto mistero riguardo alle mire nucleariste dell’esecutivo che sembra intenzionato ad avviare una nuova stagione nucleare, ritenendo in tutta evidenza carta straccia il veto nei confronti dell’atomo sancito dal referendum del 1987.

Alla luce dell’indirizzo che il governo intende perseguire per il futuro in ambito energetico occorre sottolineare come la scelta nucleare, oltre che scarsamente democratica dal momento che scavalca in maniera sprezzante la volontà espressa a suo tempo dai cittadini italiani, non si manifesta in grado di rendersi interprete di alcuna velleità di miglioramento per quanto concerne la produzione di energia del nostro Paese, per tutta una serie di motivi che balzano all’occhio non appena si analizza in maniera oggettiva la questione.

Nessuno fino ad oggi è mai stato in grado di calcolare il reale costo economico di 1 KWH prodotto da una centrale nucleare, dal momento che non sono stati fino ad ora individuati sistemi credibili attraverso i quali smaltire le scorie radioattive e pertanto neppure quantificati i costi relativi ad un corretto smaltimento. Chi afferma che l’energia ottenuta con il nucleare risulta economicamente più vantaggiosa rispetto a quella derivante da altre fonti mente sapendo di mentire, dal momento che valuta il costo dell’energia prodotta tramite l’atomo senza inserire nel computo il costo derivante dallo smaltimento delle scorie, semplicemente fingendo che esse non esistano. Mentre le 439 centrali nucleari che attualmente operano nel mondo ne producono ogni anno oltre 10.000 tonnellate ed una sola centrale nucleare al momento del suo smantellamento produce una quantità di scorie di tre volte superiore a quelle generate nei 40 anni della sua attività.

L’uranio che costituisce il combustibile indispensabile per alimentare le centrali nucleari è una risorsa non rinnovabile destinata ad esaurirsi nel prossimo futuro alla stessa stregua del petrolio e del gas.

L’importanza del nucleare a livello mondiale è assai più scarsa di quanto molti non vogliano far credere, dal momento che copre meno del 7% dei consumi energetici mondiali, una quota uguale a quella coperta dal solare fotovoltaico che però a differenza del nucleare sta incrementando il proprio peso del 40% l’anno.»

Amianto ed Endosulfan: fuori dalla lista delle sostanze da tenere sotto controllo.

Alla convenzione di Rotterdam l' Amianto e il pesticida Endosulfan non entrano nella lista delle sostanze da tenere sotto controllo.

Gli oltre 120 paesi della Convenzione di Rotterdam non si sono trovati d´accordo sull´inserimento dell´amianto bianco dell´amianto bianco crisotilo e del pesticida endosulfan nella lista mondiale delle sostanze da tenere sotto controllo attraverso la Procedura di previo consenso informato (Pic), è stato incluso invece il pesticida tributil tin (Tbt). Eppure, durante la conferenza tenutasi a Roma molti governi hanno espresso forte preoccupazione per la mancata inclusione dell´amianto crisotile nella lista Pic e l´Organizzazione mondiale della sanità (Oms) ha ricordato che il crisotile è una sostanza cancerogena e che ogni anno nel mondo muoiono almeno 90 mila persone a causa di malattie derivanti dall´amianto come il cancro ai polmoni ed il mesotelioma.

L´amianto bianco crisotile è la forma più comunemente usata e rappresenta il 94% della produzione globale di amianto. È ancora ampiamente impiegato come cemento amianto in molti Paesi nei materiali da costruzione, per tubi e di lastre, e nella produzione di materiale per attutire l´attrito e nelle guarnizioni.

L´endosulfan è un pesticida largamente usato nel mondo, in particolare nella coltivazione del cotone. È pericoloso per l´ambiente e per la salute umana specialmente nei paesi in via di sviluppo dove non sono usate adeguate misure di protezione. Ma anche per questa sostanza è stato impossibile trovare un accordo: il cotone in tempo di crisi vale più della salute dei lavoratori agricoli.

La scelta di inserire nella Pic i composti Tbt è stata sicuramente più facile, visto che questi pesticidi usati nelle pitture antivegetative per gli scafi delle navi e tossici per pesci, molluschi ed altri organismi sono già vietati dall´Oganizzazione marittima internazionale.
Non è stato quindi accolto il monito del direttore esecutivo del Programma ambientale dell´Onu (Unep), Achim Steiner, «Appare ormai chiaro come l´impronta chimica delle nostre moderne economie si stia oggi espandendo a livello esponenziale. La transizione verso un´economia più verde ha molto a che fare con la responsabilità che noi tutti abbiamo in quanto società umana, in quanto governi e istituzioni internazionali che guardano a come l´uso di sostanze chimiche possa offrire strumenti allo sviluppo e non comprometterlo, men che meno attraverso l´impatto sulla salute e sull´ambiente».
La Fao, che ospitava la conferenza della Convenzione di Rotterdam, spiega che «Sono oggi presenti sul mercato circa 70.000 prodotti chimici, ed oltre 1.500 ne vengono introdotti ogni anno. Questo rende molto difficile a molti paesi monitorare e gestire le sostanze potenzialmente pericolose. Molti pesticidi che sono stati banditi o il cui uso è stato severamente ristretto nei paesi industrializzati, sono tuttora commercializzati ed usati in modo non sicuro nei paesi in via di sviluppo». Ma evidentemente tutto quello che si sa sulla pericolosità di amianto ed endosulfan non basta e sembrano dichiarazioni vuote quelle riaffermate dalla conferenza «che i governi hanno l´obbligo di utilizzare il meccanismo di condivisione delle informazioni previsto dalla Convenzione per informare gli altri in merito alle loro decisioni a livello nazionale sull´importazione e la gestione di sostanze chimiche pericolose»

La Convenzione di Rotterdam prevede comunque che «l´esportazione di sostanze chimiche e di pesticidi contenuti nella lista Pic richiede un previo consenso informato da parte del paese importatore. Questo consente ai paesi in via di sviluppo, in particolare, di decidere quali pesticidi e sostanze chimiche potenzialmente nocive vogliono ricevere ed escludere quelle che non possono gestire con sicurezza. I paesi esportatori hanno la responsabilità di assicurare che nessuna esportazione lasci il proprio territorio se un paese importatore ha deciso di non accettare una determinata sostanza chimica».Alla convenzione di Rotterdam l' Amianto e il pesticida Endosulfan non entrano nella lista delle sostanze da tenere sotto... more

Anti-Piracy Lobby Gains Power Over Internet Subscribers

The deals between ISPs and anti-piracy organizations are a worrying trend. In just a few months entertainment industry representatives managed to convince ISPs and governments that they should have the right to accuse and warn Internet subscribers, without solid proof. The question that remains unanswered is whether these warnings will have any effect.

The power of the entertainment industry and anti-piracy lobbyists is growing rapidly. In the UK, six major ISPs have teamed up with the music industry to start mass warning filesharers. France has gone even further, recently adopting a law that will enable the entertainment industry to disconnect alleged pirates on their third warning. Similar methods are proposed throughout the rest of the world.

It’s quite scary if you think about it. In France the right to access the Internet now rests on the shoddy evidence of anti-piracy units, evidence that is known to be inaccurate. Christine Albanel, the French Minister for Culture recently quoted research that allegedly found that 97% of all file-sharers will stop downloading copyrighted content when they receive a warning, but this seems to be very unlikely.

Unfortunately, the minister failed to name the resource for the study, but it does raise some interesting questions. All these new agreements and policies have strong faith in the deterrent function of these so called warnings, but thus far there is no evidence that these actually have any effect. That’s right, millions of people are now receiving warnings (sometimes even threats), and they may very well lead to nothing.

You would think that the government would at least get some solid proof of the deterrent effect of these letters but, perhaps even more importantly, check the validity of the anti-piracy evidence before they allow the entertainment industry to start contacting millions of citizens with intimidating letters. It might turn out that thousands of users receive a letter for something they didn’t do, and that wouldn’t be the first time that had happened. On the other hand, even those who are correctly accused might not change their behavior so easily.

Warning letters will most likely make most pirates more cautious, and they will find ways to get what they want more anonymously. Whatever happens, it wont stop the most of them from getting what they want. As Justin Milne of Telstra BigPond, Australia’s largest Internet provider put it: “There’s no one thing that you can do that is going to fix the problem (but) when people think about this area, they often look to ISPs to provide the silver bullet.”

So how can “pirates” be stopped then? This is not an easy question to answer. Right now, 50% of all BitTorrent traffic is generated by people who download TV-episodes, something that’s available for free in most countries, but not available on demand. It might be a good start for the entertainment industry to rethink their outdated business models, experiment and use peer-to-peer technology to fulfill the ever growing demand for media online. CA Broke, but has $75 million to spray citizens with toxic synthetic pheromone

The CA Dept of Food and Agriculture plans to begin spraying untested synthetic pheromones and other ingredients that are known endocrine disrupters and/or carcinogens all delivered in tiny "time release" capsules made of polyurea plastic. The size in microns of these capsules (when actually measured and contrary to the manufacturer's claims) is such that over half of them are small enough (under 10 microns) to be inhaled and to lodge in the lungs.

Also worth noting is that the manufacturer of the synthetic pheromone, Suterra Inc, has donated almost $150,000 to Governor Schwarzenegger's campaign fund for his 2006 gubernatorial campaign.

When a similar spray was used in Monterey and Santa Cruz counties there were hundreds of reports of reactions, ranging from rashes and difficultybreathing or asthma like symptoms, to headaches,dizziness, stinging eyes, sore throat and tremors. A private citizen was documenting these reactions in theabsence of any other monitoring by the state orfederal government. There was a significant increase in emergency room visits in the days following the spray.

This is supposedly to combat the Light Brown Apple Moth which the CDFA claims has just "invaded" CA in the last year. According to Dr. Daniel Harder of the UCSC arboretum & ecology dept the Light Brown Apple Moth (LBAM) has likely been here for between 30 to 50 years. The LBAM is a leaf curling moth that does not nest in, eat or otherwise damage fruit, does not defoliate,does not even target fruit trees. There has been no crop damage to date.

The LBAM was originally classified as a threat in order to restrict apple importations from new zealand,which were an economic threat to California's applegrowers and had less to do with any actual threat than it does with trade politics. (There is amovement in congress to reassign or reclassify LBAM inorder to stop the proposed spray).

Eradication by means of pheromone has never been achieved under any circumstance, and eradication itself is extremely unlikely given the insect's range.

This issue has gotten little national media attention, but has created a large grassroots movement as seen on blossoming websites of organizations such as www.playnotspray.org, www.stopthespraysf.org, www.cassonline.org (CA Alliance to stop the spray), among others.
